NFSVK is one of only three national alliances of street vendors in the world - the other
two being the National Alliance of Street Vendors of India(NASVI- one of whose
representative is also present at this congress) and the Alliance of Zambian Informal
Economy Associations(AZIEA) who are both also affiliated to StreetNet International. These
national alliances, and other unions and organisations of street and informal market
vendors(like the ones mentioned above) are an iportant response by street vendors to the
difficult conditions and harrassment they face on the streets and in the markets where they
work long hours and under difficult conditions to eke out a living in today's conditions of
globalisation and shrinking labour markets. Throughout the world, especially the developing
world, urbanisation is increasing, forcing more and more of the world's poor people onto
the streets to try to support their families. In many parts of the world(certainly in
Africa, where I come from) the majority of street and informal market vendors are women. We
know that most of you do not choose to be street vendors- that most of you would like to be
formally employed, with work security, income security and social security, but cannot find
jobs in the formal labour market.

Unfortunately, many governments and city authorities do not have proper policies for
regulating informal trade. This is a problem all over the world. The traditional approach
towards street vendors is simply to evict them - or to re-locate them to areas where they
will not be seen - which means areas where they also do not get customers and therefore
cannot make any income. Often the authorities take advantage of the fact that street
vendors are less well-educated and less aware of their legal and human rights than the
middle classes. However, this is starting to change - and we are seeing the birds of
stronger organisations of street vendors who are fighting for their rights, and resisting
eviction and unilateral re-location by authorites. These organisations are now uniting
internationally under the banner of StreetNet International, realizing that they have to be
internationally united in a global world. Our aim is to persuade governments to recognise
street vendors and the contribution they make to the economies of their cities and their
countries, and to recognise their rights as workers - albeit workers in the informal
economy. We aim to convince governments, both at local and national level, to develop
proper policies for the informal economy - with the full participation of the elected
leaders of the democratic organisations of street and informal market vendors, who should
be consulted at every stage of the policy-making process. Presently ther are participatory
policy-making processes going on with StreetNet organisations in the following countries:
Durban and the province of KwaZulu-Natal, South Africa
India (where NASVI and the national government are drafting a new policy)
Zambia (where a new Task Team has been set up, involving AZIEA, to draft a new policy)
Ghana (where the Ghana StreetNet Alliance is advising the national government and the City
of Accra)

These countries are at the forefront of a new approach which we believe is going to become
more common (and inevitable) as governments find that they can no longer sustain their more
repressive methods of trying to make street vendors disappear. We would appeal to the
government of Korea and the municipality of Seoul to also follow the example of these
countries and engage in negotiations with NFSVK and its member federations in all regions,
about the regulation of informal trade in Seoul and the other cities of Korea. We believe
that they would find more creative solutions to the problems of poverty and unemployment if
they were to work in harmony rather than in confrontation with the street vendors and their
organisations. We further urge the government to release the General Secretary of NFSVK,
In-Gee Choi, from prison where he has been languishing since there was a crackdown earlier
this year. We believe that would be an important beginning.

StreetNet International started to prepare for its international launch in 2000. We started
to make contact with organisations of street and market vendors, and with trade unions
which were starting to organise workers in the informal economy, in the regions of Africa,
Asia and Latin America. By the time that we launched StreetNet International in Durban in
November 2002, we had contact organisatinos in 40 countries in these three regions.
Representatives from 20 organisations of these countries attended the international launch,
including three members of NFSVK. Now StreetNet is in the process of affiliating member
organisations, and supporting the policy processes where member organisations are
strengthening their organisation to building new national alliances and participating in
the formulation of new progressive policies for the protection and recognition of workers
in the informal economy. Of course we are also continuing to make new contacts and to get
more information about organisations and their struggles, and developments in more
countries.

One of the ways in which we help member organisations to strengthen their international
links is by arranging exchange visits between organisations of street and market vendors,
so that they can visit them and their members and see how they solve their members'
problems, with the idea of learning new ideas and strategies from each other. Last year we
arranged some exchange visits between the Self-Employed Women's Union(SEWU) in South
Africa, the Association of Operators and Workers in the Informal Sector(ASSOTSI) in
Mocambique and the Swaziland Federation of Trade Unions(SFTU) which has been helping street
vendors in Swaziland to organise. As a result of these exchange visits, the Mocambican
organisation has informed us that the SEWU women were able to convince the Mayor of
Maputo(capital city of Mocambique) to adopt a new policy towards informal market vendors in
Maputo, and to respect their rights to work in the city instead of moving them out every
time there is an important international event. Right at the moment they are preparing for
the next meeting of the African Union in Maputo, and ASSOTSI is negotiating with the
government about keeping the markets vendors secure during this event.

We hope to arrange further exchange visits between organisations in different countries
including NFSVK and Korea. We feel that other organisations can learn a lot from the very
disciplined and committed way you have been organising yourselves to fight for your rights
under very repressive conditions, and we also think it would be a good exposure for your
organisation to learn more about other organising strategies which have been working well
in other countries. We also hope that through these exchange visits we can have further
positive influence even on hard-line governments like the Korean government (like it
happened in Mocambique) in the longer term, and make them start realizing the importance of
having proper policies which recognise and protect street vendors, market vendors and other
workers in the informal economy. We believe that for the eradication of poverty worldwide ,
governments are going to find it more and more essential to have sustainable and
people-centered policies for the regulation of the informal economy.

StreetNet is strongly committed to building affiliances with the international trade union
movement and new social movements which are fighting for social justice. Already we have
built up working relationships with trade union centres in many countries, such as Ghana,
Nigeria, Zambia, Uganda and Peru. Next month we will be meeting in India with
representatives of the Self-Employed Women's Association(SEWA), HomeNet Thailand, the Ghana
Trade Union Congress and the Nigeria Labour Congress, to plan for an international meeting
on organising workers in the informal economy. The purpose of the international
meeting(which will be held in Ahmedabad, India, later this year or early next year) will be
to strengthen and develop alliances between the emerging organisations of workers in the
informal economy and the mainstream trade union movement. We also anticipate inviting NFSVK
and the Korean trade union movement to that meeting. Also early next year, the World Social
Forum will be held in Mumbai, India, and we are facilitating the participation of some of
StreetNet's affiliates.
